That's from damned near 30 years ago, if not longer...from back in the "pre-internet days."
The general premise was that it was an alien invasion, and they were letting us know that we were effectively conquered, but since they didn't quite get our language, that was close enough for their purposes.
We really did have some truly WILD floppies flying around the planet back in those days...and yes, that entire animation DID fit on a single floppy! It made it all the way around the planet through nothing more than modems and a million different "sneakernets." d=O)
