Thats so sick. These type of people should be punished severely. The major problem I have seen is with the parents themselves. Most of the times in fear of shame they avoid confronting such situations
Well, most often it's the uncles and grandpas/distant grandpas who do it. Parents are scared too when they learn and sometimes advise just not to go near them.
