I'm not sure there's really a difference.
But maybe, some of the accumulated knowledge of the humanity, no matter how decomposed the society becomes, does make things easier.
Then again, you could make the same argument about dark ages peasants using technology developed by empires of the past. They just didn't have the access, and understanding of that knowledge.
