Does every comment represent one block?
Whenever I comment on a post, I see the status change from "Submitting to blockchain" -> "Waiting for the next blockchain". Does that mean that each comment appends a new block?

No, each block can contain multiple comments/votes/etc. The reason it's waiting for the next block is so that the post will show up within the forums.
I'll also admit - there's actually a lot of fake processing happening in that loading bar at the moment. It's actually just waiting enough time for the appropriate operations to be submitted to the blockchain, and then for the forum indexers to pick up on the post and have it ready for you :)
