Agreed...Unfortunately improvements to safety are generally reactive as it's difficult to predict all eventualities.

The HALO in F1 came in after Jules Biancchi slid off in the rain at Suzuka. He was hit on the head by the boom of a Manitou type tractor which was retrieving a other car. A freak accident. It took him dying for the HALO to be introduced and the virtual safety car to limit runners to a delta time during certain incidents. The VSC is a step down from a full safety car.
