Safety was improved a few years ago with the introduction of the HALO device to the cockpit after the death of Jules Biancchi however not every threat can be guarded against and foreseen. If that was the case Anthoine Hubert would still be alive.

So, they introduce as many safety initiatives as possible and wait for the next challenge to present itself. It's reactive rather than proactive.
