The JOE Show #7 - My idea for getting rid of cigarette butts.

I read this morning that the State of Illinois will be fining people that throw cigarette butts on the ground. First offense will be a $1500.00 fine. I think it's great that they are trying to clean up a huge problem. Over a billion pounds of cigarette butts are thrown on the ground somewhere around the world every year. It would be a great idea if 

there were tiny flower seeds inside of the cigarette filters so when they were thrown on the ground and it rains, the filter could then provide water collection and house the flower while it grows out of the filter. It would be much better seeing flowers everywhere that there use to be a cluster of cigarette butts! Tell me what you think of this idea in the comments section.
