It has been said in the letter that ZTE is a state-owned business entity. It is not the partners, but the Communist Party of China and the Chinese government loyal.

For the sake of national security, some of the Democratic and Republican groups of ZTE, Huawei, and the Chinese telecom equipment maker have a strong position against the organization. After the election of the Trump President, the position of the US against the Chinese company has been much stronger. A member of the US lawmakers feared that their information could be stolen if the Chinese company's networking equipment or devices were used. Another side endorsed Trump's agreement on ZTE's withdrawal of sanctions. According to them, it is the President's special right to implement US foreign policy.

The US Department of Commerce imposed a seven-year ban on ZTE in April. This ban was given due to export of goods to Iran and North Korea by ignoring US sanctions. According to the ban, US technology companies will not be able to sell hardware and software for seven years to ZTE. After the US sanctions, ZTE forced the closure of some of their major business activities. Earlier this month, ZTE agreed to keep $ 40 million in the US sanctioned bank as a guarantee of paying hundreds of dollars of fine and will not violate future laws.

According to analysts, Chinese technology companies are dependent on the US company's hardware and software. On the other hand, US companies are making huge profits every year by selling products to Chinese companies. If there is a ban on ZTE, then the chip and software supplier companies are likely to have negative impact on the business. Because of this, Trump has taken the initiative to return to ZTEE business.
