I feel your question is rhetorical in that there is no good answer to this. It is a silly concept.

To me it means that someone has considered running and has support and publicity like our current villain at facebook. Essentially they are testing the waters to see if it is right for them, but most importantly if a party will scoop them up and there is dough to pay for it. Oprah did this too, but backed out.
