I think the idea behind an attention rewarding economy in Steem would be great and would say that it should extend further than just Steemit. I would embed it in the protocol somehow so that Steem tokens are burnt by those who purchase adds with fiat through at interface platform. Then the consumers of the adds get an ad curation reward for support and seeing the ads.
