The Implementation of Regional Head Election is the actualization of the most important democracy process, which becomes a means of filtering candidates of local leaders by the people directly. As an Indonesian territory that has experienced conflict, Aceh needs to create leaders who can realize good governance for better Aceh development. In the experience of the direct democratic process, both the election of regional heads, the election of legislative members as well as the election of the President and Vice President, Aceh shows the intensity of the political dynamics is quite high.

this is the 4th Pilkada after the Memorandum of Understanding (MoU) of Helsinki, after the previous period was held in 2006 and 2012. Referring to the 2012 Regional Head Election found that the process of elections in Aceh is filled with violence by candidates, polemic rule of law / Pilkada, a campaign process that uses money politics. Penyelenggaraan Pemilukada merupakan aktualisasi proses demokrasi terpenting, dimana menjadi ajang filter calon pemimpin daerah oleh rakyat secara langsung. Sebagai wilayah Indonesia yang pernah mengalami konflik, Aceh butuh melahirkan pemimpin yang dapat mewujudkan good governance bagi pembangunan Aceh yang lebih baik. Dalam pengalaman proses demokrasi langsung, baik Pilkada, Pemilu Legislatif maupun Pemilu Presiden dan Wakil Presiden, Aceh menunjukkan intensitas dinamika politik yang cukup tinggi.

Pilkada Aceh 2017 merupakan Pilkada ke-3 pasca Memorandum of Understanding (MoU) Helsinki, setelah pada periode sebelumnya dilaksanakan pada 2006 dan 2012. Merujuk kepada Pemilukada 2012 ditemukan bahwa proses pelaksanaan Pilkada di Aceh dipenuhi dengan kekerasan oleh para pendukung kandidat, polemik aturan hukum/regulasi pelaksanaan Pilkada, proses kampanye yang menggunakan politik uang.
