I had never seen an explanation why the votes never lived up to what was promised.
Does this mean the bot owners make extra money? Probably, why else would it be like this...

I think if the bot owner intended to maximize the profit, he would run more shorter cycles frequently. If you stayed on the screen of Steem Bot Tracker for an hour, you see some bots come up again and again...
Any idea why this is happening then? Wrong configuration?
I'm not sure. My wild guess is that it could be some new bots are still under development.
