သစေၾတးလ်ႏိုင္ငံမွ ၎ႏိုင္ငံအတြင္းရွိcryptocurrency exchange မ်ားအေပၚ စည္းမ်ဥ္းမ်ားစတင္ခ်မွတ္ခဲ့
ျသစေၾတးလ်ႏိုင္ငံဟာ ၎ႏိုင္ငံအတြင္းမွာရွိတဲ့ cryptocurrency exchange မ်ားအေပၚ စည္းမ်ဥ္းဥပေဒအသစ္မ်ားစတင္ခ်မွတ္ခဲ့တာျဖစ္ပါတယ္။ၾသစေၾတးလ်ရွိ crypto exchanges မ်ားဟာ ယေန႔ဧၿပီ(၃)ရက္ေန႔မွစတင္ၿပီး Anti-money laundering Rules(AML)လို႔ေခၚတဲ့ ေငြေၾကးခဝါခ်မႈဆန္႔က်င္ျခင္းဆိုင္ရာ ဥပေဒမ်ားကို လိုက္နာေဆာင္ရြက္ရမွာျဖစ္ေၾကာင္း ၾသစေၾတးလ်အာဏာပိုင္မ်ားမွ အတည္ျပဳထုတ္ျပန္ခဲ့ပါတယ္။ယင္းသတင္းထုတ္ျပန္ခ်က္ကို Australian Transaction Reports and Analysis Centre (AUSTRAC) ၏ website တြင္ "Digital Currency Exchanges must now register with authorities,as well as commit to various reporting and identity checking procedures"ဟူ၍ေရးသားထားတာကိုေတြ႕ရပါတယ္။
ထို႔ေၾကာင့္ crypto exchange မ်ားအေနနဲ႔ တရားဝင္အသိအမွတ္ျပဳလာရန္ရွိေသာ္လည္း ေငြေၾကးခဝါခ်မႈမ်ားမျဖစ္ေပၚေစရန္ အၿမဲေစာင့္ၾကည့္ေနမည္ျဖစ္သလို အခြန္ေကာက္ခံမႈမ်ားလည္း ေပၚထြက္လာဖို႔အလားအလာရွိေနပါတယ္။ေငြေၾကးခဝါခ်မႈမ်ား အမ်ားဆံုးေဆာင္ရြက္တဲ့ လက္နက္ေမွာင္ခိုမ်ား၊မူးယစ္ေမွာင္ခိုမ်ား စတဲ့တရားမဝင္ကုန္သြယ္မႈမ်ားအေပၚထိခိုက္မႈမ်ားျဖစ္ေပၚႏိုင္ၿပီး crypto market အေပၚဘယ္၍ဘယ္မွ်အက်ိဳးသက္ေရာက္မႈရွိမလဲ ေစာင့္ၾကည့္ရေတာ့မွာပါ။ထိုကဲ့သို႔ စည္းမ်ဥ္းမ်ားခ်မွတ္ျခင္းေၾကာင့္ အျခားႏိုင္ငံမ်ားအေနနဲ႔လည္း အေႏွးႏွင့္အျမန္ crypto exchanges မ်ားအေပၚစည္းမ်ဥ္းမ်ားခ်မွတ္လာၾကဖို႔အလားအလာရွိေနပါတယ္။၂၀၀၈ခုႏွစ္ကမ႓ာ့စီးပြားေရးအၾကပ္အတည္းကာလအတြင္း ေငြေၾကးတန္ဖိုးမ်ားအေပၚသံသယမ်ားျဖစ္ေပၚၿပီး Bitcoin ေပၚထြန္းလာေသာ္လည္း ထိုစဥ္ကတရားမဝင္ေငြလႊဲေျပာင္းမႈမ်ား၊ေငြေၾကးခဝါခ်မႈမ်ားတြင္အမ်ားဆံုးအသံုးျပဳခဲ့ၾကတာျဖစ္ပါတယ္။
ေငြေၾကးလိမ္လည္မႈမ်ားျမင့္တက္လာမႈအေပၚမေက်နပ္မႈမ်ားႏွင့္အတူ ၿပီးခဲ့တဲ့အပါတ္က ၾသစေၾတးလ်အခြန္ဌာနအႀကီးအကဲမ်ားဟာ crypto ေရာင္းဝယ္မႈအက်ိဳးအျမတ္မ်ားမွ အခြန္ထမ္းေငြတိုးပြားလာေစရန္ အသင့္ေတာ္ဆံုးနည္းလမ္းအတြက္အေျဖရွာခဲ့ၾကတာျဖစ္ပါတယ္။ယခုအခါမွာေတာ့ ၾသစေၾတးလ် crypto exchange မ်ားဟာ ေအာက္ပါအေျခခံအခ်က္(၄)ခ်က္ကိုလိုက္နာၿပီး လည္ပတ္ရေတာ့မွာျဖစ္ပါတယ္။
(၁) သက္ေသခံစိစစ္ရန္၊ေငြေၾကးခဝါခ်မႈႏွင့္ ေသာင္းက်န္းသူေငြေၾကးေထာက္ပံ့မႈမ်ားေလ်ာ့က်ေစရန္စီမံမႈမ်ားအတြက္ AML/CTF ၏ ခ်မွတ္မႈမ်ားအတိုင္းလိုက္နာရန္။
(၂) Customerမ်ား၏ သက္ေသခံအခ်က္အလက္မ်ားကို စိစစ္အတည္ျပဳရန္။
(၃) မသကၤာဖြယ္အခ်က္အလက္မ်ားနဲ႔ $10000ထက္ပိုတဲ့ ေငြသားလႊဲေျပာင္းမႈတိုင္းအတြက္ AUSTRAC ထံအစီရင္ခံတင္ျပသြားရန္။
(၄) ထိုအခ်က္အလက္မ်ားအား (၇)ႏွစ္တိုင္ေအာင္ထိန္းသိမ္းထားရန္။
ယင္းကဲ့သို႔ ဥပေဒမ်ားခ်မွတ္မႈသည္ အေကာင္းဖက္မွၾကည့္လွ်င္ cryptocurrency မ်ားအေပၚ တရားဝင္ အသိအမွတ္ျပဳလာႏိုင္ရန္ အလားအလာေကာင္းၿပီး လက္ရွိေစ်းကြက္မတည္ၿငိမ္မႈမ်ားမွာလည္း ႏိုင္ငံအသီးသီး၏ regulation မ်ား အတည္ျပဳၿပီးခ်ိန္ ခန္႔မွန္း ဇြန္ ႏွင့္ ဇူလိုင္လေနာက္ပိုင္းတြင္ အဆံုးသတ္သြားႏိုင္ေၾကာင္း ကၽြန္ေတာ့္ရဲ႕တစ္ဦးတည္းအျမင္တစ္ခ်ိဳ႕နဲ႔တင္ျပလိုက္ရပါတယ္။
