What does it matter what the CIA says. They are Liars, you should never give validity to claims made by liars. It may take years of research to realize this but the CIA and many alphabet organizations are criminals, liars, and are not meant to protect us. That is just an idea that they sell, and they use TV to brainwash us to convince us it is absolute truth.
