1. Government of Russian Federation together with Bank of Russia to propose changes in law considering:

   a) to define the status of digital technology used in financial sphere and their attributes (as is "distributed ledger", "digital asset", "cryptocurrency", "token", "smart-contract") with the requirement that Ruble is the only legal payment option inside Russian Federation.
   b) develop requirements for organisations and production process based on cryptographic principles ("mining") including registration for such organisations and define taxation.
   c) regulation of public investment enterprises analogous to initial public offering.

2. Bank of Russia together with Government of Russian Federation:
   a) propose solutions to create a regulatory platform ("sandbox") for approbation of innovative fintech, products and services before setting rules considering their usage in financial market
   b) to form united payment space inbetween governments, members of Eurasian economic union, with the usage of new fintech including distributed ledger technology
