Global black swan may come soon

As recently Aliyun system was down, many government departments and private companies which relied on it were influenced. Yesterday globlally gmail was also down in their system, email couldn’t be sent or recieve properly. Today, Ig/Fb/Wtsapp were also found problems for sending voice messages, photos of videos.

Is there any one controlling these incidents and what will happen if one day the bank system also collaspe?
