Executive Summary
We propose sponsoring a $150,000 contest for the best mobile User Issued Asset (UIA) uses, and then developing the best of these ideas into mobile wallets. We believe NOW is the time to use BitShares reserve fund with the strategic competitive advantages of User Issued Assets and Fast Block times to drive usage and solve real world problems before the crypto competition does. It is critical to take the power of BitShares User Issued Assets and move them from computers into the phones of people on the go all around the world.

This proposal will last for 1 year from approval, authorizing the withdrawal of 25,000 BTS per day until the budget equivalent of $550,000 bitUSD is reached. At a current rate of $0.10 BTS this is understood to be about $2,500 USD per day over a period of 8 months. Most of the work and expenditures of this proposal are scheduled for the first 6 months however mindful of budget limitations and not wanting to monopolize resources, this proposal will stretch out withdrawals so prizes and remaining work are paid for towards the end of the proposal. In the event of the price drop, this will allow a core team to continue work down to $0.04, and the extends the withdrawal period longer than 6 months to pay for prizes and remaining work. At the end of the worker, unused funds and unclaimed prize money will be returned to the worker pool.
The Need
Businesses and organizations around the globe have a need for tokens and custom, controllable assets. We want entrepreneurial groups to compete for $150,000 in contest prizes for the best ideas. By participating in the competition people learn how to use the DEX, send and receive tokens, and take advantage of easy and intuitive multi-signature authorities to control their User Issued Assets. The contest will pay for organizations to come up with creative uses for Bitshares User Issued Assets - effectively recruiting them to market our products to new customers.
This learning process will leave them with a chance to win money and with a business model which can reduce their cost, move them into blockchain, and increase revenues - even if they don't win. The final round of the competition will be judged by reputable members of the BitShares community, giving the BitShares community say over what they think is most deserving, impactful and beneficial to future of the BitShares ecosystem.
Strategy
A Simple Branded UIA Mobile Wallet
To showcase the potential of BitShares, we want to create a mobile wallet focused on one single UIA - based on the result from the contest. Focusing on a single UIA will allow us to make the user experience great. We all know that the best apps are extremely focused and tuned down to a very specific use case. The result will serve as a basis for the next phase:
A White-Label, Customizable UIA Wallet
Based on the result of the first UIA wallet, the code will be improved to allow easy customization for any single UIA and use-case. We will create a guided procedure which includes creating multisig authorities, creating the UIA, customizing and branding the mobile wallet. We hope this will result in a multitude of organizations making use of BitShares under the hood, strengthening the network effect.
The Developing World
We would like to see that developing world start to use cryptocurrency as a third focus. After building out simple wallets we will hire people to sell, promote and use them in small test cases. While hoping for a successful deployment, this use is also about learning the needs and adjusting the product to focus on the most important factors.
Example Use 1: Smart Coins
For example, a simple wallet showing only the BitCNY asset and how to spend it, would be an instant competitor to Alipay. BitUSD, BitBTC or any other SmartCoins could do the same in other countries!
Example Use 2: University Coins
The same could be said for University.Lunch.Coin – a simple app that allows students to buy tokens for their lunch up front so as to avoid queues or paying cash at lunch. Secure smartphone apps for purchasing lunch is a safer way for students to pay, and the staff to administer, existing food plans. The cafeteria would simply need a BTS address for the students to pay into.
Benefits of Community Development
A customizable Mobile Wallet platform--that allows people to customize and rebrand a wallet to fit their target audience--will spark the crowd-sourcing of BitShares Mobile App and Wallet development. A centrally managed development team could never build all the variations of the BTS wallet that a potential customer would prefer to see. So building a customizable mobile wallet app-building platform solves the problem much faster.
We believe a large number of organizations would benefit from having a customizable token available on a mobile wallet, however development costs are too high for each organization to develop their own mobile cryptocurrency wallet from scratch. By using community resources and developing customizable mobile wallets for multiple uses at once, costs come down considerably. It’s not worth for an organization investigating how to build an app themselves to save a few percent on transaction fees. But it IS worth it if the app can be built in five minutes using drop down windows and easy-text editing. That is our goal!

What is "The Cabinet"?
Wanting to solve the long-term problems that BitShares has had to effectively utilize the Worker Proposal system, “The Cabinet” is a group of six BitShares enthusiasts who wish to manage some BitShares Worker Proposals going forward as trustees for the BitShares Community. Coming out of the successful DexBot team, “The Cabinet” is six individuals (Permie, Cryptick, MarkoPaasila, CryptoKong, Kimchi-King, & Don Gabriel) who are willing to act as directors, or a middle management to ensure worker proposals are effectively administered to the benefit of the BitShares community. Upon passing of a successful Worker Proposal they will take a one-time fee of 100,000BTS for lifetime oversight of the worker. This fee effectively compensates cabinet members for their work in preparing the worker proposal, researching participants, and actively managing it to effective completion.
This group of individuals wishes to fast track BitShares development through timely implementation of value building worker proposals. This fee –only paid if the WP passes- helps bring strategic, well-researched proposals to BitShares Stakeholders and reduces risks, uncertainty, and mismanagement potential.
By having the Cabinet manage worker proposals the actual development team is held to a higher standard and given speedy effective guidance. The Cabinet's Middle Management services ensure that an unfit contractor would not be paid and replacements would be found by Cabinet and Project Manager as quickly and safely as possible. Middle Management means a more efficient allocation of the budget, and a saving on Reserve Pool Spending.
While this worker proposal is fully developed and managed by the cabinet –like the DexBot Proposal- the cabinet is also willing to sponsor other projects. It should be noted that the cabinet spends a lot time doing work before the public ever sees a WP. This Mobile Wallet WP has been in development for months, with hard work from the Cabinet in anticipation that if the BitShares community likes the worker proposal, -and only if they like it - they will be paid upon passing.
The Cabinet's team collectively holds over 10 years of productive participation in the BitShares forums, telegram rooms and communities and has extensive diverse industry experiences on which to draw from. Cabinet members are honored to have earned the trust from the BitShares voters and wish to maintain their reputation and selectively manage more WP’s into the future. Members of The Cabinet come from the DEXBOT Worker Proposal where they have already shown successful work together and they look forward to sponsoring this Android Mobile Wallet Initiative.
