Octoin has mining features, lending features, with an exchange.
The BitconnectX website shows a 'mining' tab at the top of the website, even though none of the tabs are currently working.
So in my opinion I think the BitconnectX could be something similar to Oction, with lending, mining, and an exchange in one place.

Will BitconnectX be popular?

Hell yes!
With over a million Bitconnect investors, this new ICO will definatly get popular and will likely to be hard to invest!
But popularity does not mean that the project will be successful, but given that the Bitconnect platform has been successful and ran for over a year, there is no doubt that the ICO will get funded.
