Did BitconnectX just fork the BCC coin?

Hello guys, hope you all enjoying the crypto evolution.
There is this stuff going viral on the internet about bitconnectX. Now i call this a hardfork of the bcc token, well i maybe wrong. With everyone coming up with fresh ideas i guess biconnect team just made their own coin fork this unique by going through a second ICO phase after a succesful ICO in 2016.
