One of our major problems with Segwit right now is the technical feasibility.
If Segwit was implemented now it would cost us a vast amount of hash power, unfortunately. So I'm skeptical that problem will be solved anytime soon.
On BTC it seems it can be activated only by USAF now.. Also it needs 95% which is pretty impossible
