A country like North Korea can easily purchase warehouses full of ASIC hardware and in turn make money back in ten folds. North Korea has trade cut off from almost every other country in the world, but bitcoin is quite anonymous, and would require a lot of research to determine that it was them. If North Korea is truly mining Bitcoins, than anyone can unknowingly support North Korea's intentions of developing long range missiles, ICBMs and much more.
