Absolutely. But as long as these are voluntary there is no problem and no contradiction to anarchy. When they mess up we can just leave. When they become tyrannical we can organise against them.
In that case these "governments" would be simple service providers for people to busy/lazy/not smart enough to manage their lives themselves.
Would like to see a future, where governments were just called „providers“!!!

Good People will naturally turn to mechanisms of voluntary governance. The problem is enforcing crimes against good people by nefarious forces.... Vikings come to mind... ijs.

Societal structures have, can, and do exist without violent top-down authority, i.e. rulers.
Check out the video of a voluntary society created in Mexico a few years ago. Gives us all hope. @highimpactflix
