The answer appears to be that nothing massively negative was said about crypto in general, the specific negative comments were focused on ICOs. So a lack of negative comments was interpreted as a form of a positive outcome.
That is a low threshold to get over.

And I think it is showing in BTC and crypto prices today. They are not dropping like a rock, but price support seems to be lukewarm and tepid.
So the meeting on capital hill was not a catalyst to send BTC price sky rocketing up. But it also wasn't so bad as to cause an immediate collapse
