Bitcoin Dipping and CEX.io is down

I've been monitoring bitcoin whole day and it is now $9091.00, the lowest I've seen and I'm ready to jump in. This is what greets me

My point of entry into cryptocurrency is the CEX.io, and I'm very disappointed that the site is down at this crucial time, I don't ever recall encountering a scheduled maintenance when bitcoin was at $20,000.00.

Has this ever happened to you?
