Unfortunately it doesn't get much better than Coinbase in terms of fees at the moment.
If you have a credit card, there are few alternatives. CoinMama being one, but they aren't cheaper.
localbitcoin.com isn't bad.
They don't charge fees but they do raise the cost of BTC so it's like a built-in fee.
So usually you are still paying anywhere from 3-8% more.
If you really want to offset the fees, best bet might be to be patient, watch the market, and buy at a low. Then as the price goes up, it pays off whatever fee you paid.

I dont know if it is the best, but ive bought mine using localbitcoin, only thing you have to check the ranking of the sellers. Check it out
