Desktop Wallet / Hardware Wallet - Help!

I have been trying to find an answer to this question for a little while and haven't found anything definitive, I am hoping steem can help.

If you download a desktop wallet and then shut that computer off from the internet would you be making a poor mans hardware wallet? Is this a relatively safe way to store a moderate amount of coins?

I understand there would be risks when you connect to deposit and to withdraw but it seems like a happy middle ground to me in terms of convenience and security.

Feel free to offer alternative suggestions as well.
