It characterizes this contract as the main reason we found in the cyclone's eye (as explained in the video). Journalists as usual do not understand and turn the debate into the insignificant issue of stocks. Since then the issue of the Cooper Convention has disappeared. It was the first and last time that the Cooper Convention was heard on Greek television.

The Cooper Convention (1940), whose existence was revealed by Dimitris Batsis (economist) in 1947 in his classic work "Heavy Industry in Greece", allowed the exploitation of "strategic minerals" of Greece to a US consortium of companies until 30 December 2010.
The claim that the contract refers exclusively to the hydroelectric exploitation of Acheloos does not apply! Although it is the main reference, but as usual, when one wants to sell (sell) a public good, it adds it to the secondary article ...
So, in the Neck contract in question. Law 2220, published in the Official Gazette of 17 February 1940, in addition to the concession of the Acheloos River hydraulic power, we read on page 421, Part B of the Convention and Article 52:

That is, here we read that the Hellenic Hydro-Electric and Metallurgical Corporation, formed by the cartel of the American companies Hugh L. Cooper & Co Inc. and Chemical Construction Corporation, until December 31, 1965, has the right to exploit the electricity it would produce in Acheloos and the facilities it would build for that reason. From that date on, however, he had the right to establish in Greece (here Greece enters as a whole), industrial electrometallurgical and electrochemical plants, with the right to produce and process without any restrictions.
Let's now look at the famous Article 56 of the contract titled "Special Protection Contractor" and detailing what the Contractor Company will produce ...
"Special Protection" Contractor
- The beneficiary shall be entitled to produce to the founding industry any of the following products:
a) non-ionic products, synthetic ammonia, nitrate (NITRO-LIME), caustic soda, nitric acid.
b) NONFERROUS METALS, aluminum and aluminum oxide, magnesium, copper, nickel, zinc, manganese, lead and tin, or in the form of pins, plates, rods, sheets, wire powders or abrasives.
c) Chromium in shapes of nails, plates, sheets of leaves.
d) Always combining the above metals'.
