Can central bank regulate crypto-currencies?

i walked into my country's ( Papua New Guinea) central bank today and there was a notice to create awareness and regulate trade of crypto currencies, especially bitcoin. My question is, can this be done or is it possible to regulate bitcoin or any other crypto currencies for that matter. A lot of our people are now starting to use internet because of mobile telecommunications coverage expansion in the last 5 years. Many people now have access to information on crypto currencies. Would it be possible for the central bank to filter and block and crypto currency trade and transaction into and out of the country. Please help me understand this.
