While term limits would help, there are many problems with it

1. We already have term limits. People are limited to the number of terms they can win elections for
2. It's going after a symptom of the problem and not the real problem
3. elections are rigged
4. it does nothing to improve the intelligence of voters
5. The big money can still get their candidates in, and hire them back when they reach the limit

There should be no reelections whatsoever. If you want, terms could be a little longer 4/8/6 house/senate/president, but these are minor details. Overall, term limits are deck chairs on the titanic.
