If we are to follow this train of thought it would be because it is an agricultural region. Most of the crops were damaged and the farmers have completely written them off, leaving the damaged fruit in the trees. So, no earnings this year. Meaning that they are one step closer to forgetting about their current system and adopting a Monsanto crop which promises higher profit.
