bluestacks is an Android simulator for pc, when you download it you have to enter in google play and download appics app, and then login with your steem credentials. This method helps me to avoid boring server errors that are in appics in these days due to blockchain maintainance. I have to use my phone to upload images but Bluestacks is very good to upvote and to comment.
