Let's break this down:

$65 million was paid out to those injured by vaccinations in 2016

First of all, a court is not where we decide scientific matters, it's where we decide legal matters. A party could lose a case for many reasons unrelated to the scientific facts underlying the alleged harm, they may also settle to avoid a drawn out legal battle.

In fact, 80% of court cases involving the national vaccine injury program were resolved by settlement, meaning that legally speaking the court did not rule on whether or not the vaccine caused the alleged injury.

That same document also points out that out of every million doses of vaccines, only 1 individual received compensation at all (and as above, 80% of those were settled).

Specifically, you claim $65 million was paid out in 2016 alone. Assuming you're talking about claims paid out by the HRSA's vaccine injury program, 1120 cases were filed that year, of which only 689 were compensated.

This works out to an average of $94,339.62 per individual if your figure is correct. If we take the average of 80% as being settled, that's 551 individuals where the court did not actually rule on whether the vaccine caused the injury, but instead the parties settled.

Roughly 138 cases were actually ruled on by the court, which works out to roughly $13 million paid out for cases where the court actually made a ruling.

Let's be kind and use the lowest number available there (72%) and round it off to 70% of the minor population of the US.

Roughly 73,600,000 minors were in the USA in 2016. Using the CDC's stats, we can place a lower bound on how many were vaccinated:
51,520,000

So in 2016, 51,520,000 children in the US were vaccinated, with only 138 cases (some of which may be adults) actually ruled on by the court as being a vaccine induced injury.

I've used rough estimates above, but I just have to give the actual output I got from my calculations here with ludicrous amounts of precision.

Out of the children vaccinated in the US in 2016, 0.00026785714285714287% were ruled by the court as having had a vaccine-induced injury.
