In Poland, where I come from, you can get jail for possession of drug paraphernalia showing signs of use. A residue on a pipe would be enough. Most people are offered a deal. Here is a funny story:

In my high school, we had a lecture on drug use. Ex heroine addict was delivering it with a religious zeal. He looked around a room and said that he can tell exactly who is doing drugs. He said that passing someone a joint is like killing a person etc. It was pretty intense, full of disinformation and outright lies.

The Friday comes and my friends and I are out clubbing. We are walking through the city centre and guess who we meet? The 'ex heroine addict'. He looks completely high and greets us with open arms as if we are his good old friends. He asks if we liked the lecture and tells us how he got caught for possession of drugs. He was given a choice to go to jail or travel around the country spreading anti-drugs propaganda to teenagers.

"I love doing this! It's awesome! You get to travel, meet lots of young people and hang out! So... where do I get heroine in your town? Can you score for me?"

We told him nothing, he was working for the police after all.

It was the best drug education you can possibly get. You know when you can trust your sources. :D

Needles to say that we never got a school lecture about sexual violence. Judging by the quality of drug education, probably it's just as well. :D
