1UP is a new open source upvoting system for communities where all user votes are equal. It upvotes the ten highest ranked posts in each community with a smart system for higher curation rewards. To increase this effect even more we create the UP token based on Steem's upcoming Smart Media Token (SMT) and distribute that to Steemians and communities via airdrops.
The founder of 1UP is @flauwy (1UP Creator), creator of the animated Steemy videos and the @smartbee. The main developer is @stoodkev (Main Dev), witness and creator of the popular @steem-plus browser extension. Our community advisor is @meno (Communities) from the Helpie team and our designer is @thewalker (Designer).
1UP is open to all communities but we will feature and daily upvote ten starting communities: Utopian-io, Steem Monsters, DTube, DSound, Promo-Steem, Anarchy, TribeVibes, Esoteric and Indymedia. Other communities will be upgraded over time. All our starting communities will receive UP airdrops with special bounties designed for their content.

Is this a system that users access or will it be a separate system that simply tallies the numbers.
It will be a manual voting platform that eligible users can access. We will use User Authority, the new reputation system, to let people in.
So it's not active yet. When will it go live?
Hopefully this month.
Just think of it as an SMT, used solely for the purpose of upvoting content, on the steemit platform.
