my suggestions will be

• Just like we have telecom thrieving and competing to be the best , let individuals handle the emergency response services as competition will push them to giving the best and more lives will be saved.
• let a sensitization be done and the people really taught what emergencies are and how they can access this service
• It should be owned and provided not just by hospitals alone but by even the least expected firm, maybe even media houses, the idea is for it to be easily accessible and affordable
