This is actually how tarot cards work.

Any information that cannot be accessed does not exist. When you shuffle the cards, you probably do not remember which card you put where, and you haven't recorded it on camera, so the information which card is which is briefly erased, then comes to being again when you reveal the cards.

Anything that exists, matters, so the result of the divination is bound to mean something. (I use random.org, as opposed to tarot, but the principle is the same).

You should really read the book 'My Big TOE' by Thomas Campbell to learn how consciousness creates reality, or at least watch their YouTube videos, if you want to know how I came up with this.

If you are more into mathematics and science, you might read the book 'Emperor's new mind' by Roger Penrose. I haven't read it until the end, but it may provide more strict answers to your questions.
