The answer to this question is trivial.

Everything that is able to make unpredictable decisions is conscious. Blockchain is not conscious, because every node fn the blockchain makes the same decisions having the same data. The website random.org has something to do with consciousness, because for the same data (keyboard input etc.) it comes with different results that are genuinely random.

Still, nothing that is conscious is autonomous. Because there is only one consciousness, and nothing exists unless it is observed, the results from random.org only matter when somebody sees them. (And your decisions only matter when their effects are observed by somebody else).
