An appropriate listening comprehension program that targets student listening at all levels is an important for foreign language competence. Listening comprehension lessons are a vehicle for teaching grammatical structure and allow new vocabulary items to be contextualized within a body of communicative discourse (Morley, 2001 : 70).

Native speakers are people who uses English as their native language having a distinct advantage over those for using it as a foreign tongue. Non-native speaker of English finds it difficult to compete with native user on equal terms, and this linguistic handicap applies to non-native teachers of English as well. Native learners and non-native learners are considered as two different categories. A native learner of English is called as someone who learns English as his or her native language, also named mother tongue, first language, or LI. A native learner of English is an individual who was born in an English-speaking country. Can any non-native learners hope to achieve full mastery of a second language is to be a question? Most researchers agree that this is an impossible task for the overwhelming majority after puberty, but some experts note that non-native speaker can do as best as native speaker does.
