What is considered cold weather in Acapulco, Mexico

Two days ago while walking along the street in Acapulco, I noticed a little girl walking alongside a man. She was about three or four years old. What was odd about her is that she was wearing a winter coat, pink with white furry fringe around the hood. I only saw her from the back, so I don't know if the coat was fastened or not, but the hood was pulled up over her head.
It had been raining all night and part of the day, so it was indeed a little cooler than usual, and the sky was cloudy, but it was still probably around 75 degrees Fahrenheit (24 degrees Celsius). Quite comfortable to me. Apparently not to that little girl, though.
