Variably number based system

I've been playing around with different based number systems for fun, just to see what patterns emerge. After playing around I wondered what I like happen if you had a variably number based system! I'm away on vacation bet when I get home I plan on writing a simple program to emulate this.

Description:
A number based system at which works with a changeable base. After reaching a particular numbers positions end it will change its base. This will of need rules which could be the following:

Rule 1) the number base changes according to what the neighbor to the left is. When the "Tens place" (as we usually call it) is 0 the ones base is 10. When the tens is 1 the ones base is 16.
Rule 2) each numbers position is not under the same base patterns. The tens base can run a pattern the ones are not. (For the sake of simplicity we will use the same for our example)

Example:
•If tens is 0 ones base = 10
•When ones place exceeds 9
•Number now would be 10
•One place now has a base of 14 and tens has base 10
•when tens place exceeds 9 hundreds place becomes 1 with a base of 10, tens place is 0 with tens base and ones is zero with tens base

This example the all run the same pattern as the bases change.

Benefits:
I'm actually looking for the community to help me find some benefits but the 2 I'm seeing right off is:

  1. security. This is basically a simpler and possibly secure form of encryption not using primes. At first it may seem overly simplistic but the complicated you make the bases and the higher they run the more difficult it would become to crack.
  2. Finding new numerical patterns. I'm interested in change the base of number to find patterns in numbers
    Anyone who uses hex a lot will tell you changing from tens base to 16 base you find new patterns in numbers, I'm thinking this will do the same for lots of bases.
