THE ART OF GUIDING INVOLVES HELPING PEOPLE DISCOVER THE WILL OF GOD
The shepherd needs to have guiding input with matters that involve major decisions in the life of his or her people. An overseer has oversight - he or she sees from above. Anyone who has the higher ground has the advantage and is able to show people the way through the maze.
Too many believers have entered into partnerships, deals, and major decisions without some input, even if just in prayer, from their pastor. Many times I've seen believers make foolish decisions that robbed them of their finances or their security simply because they have not had the guidance of a pastor. Of course, people have to want to be guided and to be willing to accept outside input. That's essential. I've also seen a lot of people ignore sound guidance at their own peril.
