I'll attempt an answer to 3.

1. The effects are yet to be known. It should be that the new resource system won't affect too many minnows doing regular things like upvoting, commenting and posting. A Minnow will either need to grow their stake or invest in some steem to comment/post alot though.
   Accounts that are outright spam will not have enough resource credits to continue low-value farming the blockchain. Dolphins and whales will not be affected. Minnows will at first need to be a bit strategic about how they use their resources; posting is RC expensive and so there's not much point posting something nobody will read. Instead, put more effort into commenting so that the minnow builds up the social connections that will later upvote their posts.
   At least, I think that this is the intention of the new system. Let's see how it turns out.
