I would hardly call the opinions of four people to be a good survey of the community.

I can't make sense of your approach but you'll need to be made of tougher stuff if you want to fight abuse. If you still want to do something you can delegate to one of the services already working.

I should mention that @steamcleaners is a huge self voter too, it's not like what you were proposing was so different. But I've been very critical of that method of funding from when I first got wind of it.
