Here in New Zealand we have a law that anyone can be topless in public but they are not allowed to show genitals. I never knew this until a news article about nudism on beaches.

Basically a woman could walk through any town in New Zealand topless and the police cannot legally do anything to them.

Admittedly New Zealand is one state although it does have regions. It means there’s one law for everyone with bylaws but there doesn’t actually seem to be any bylaws written to counter this law.

That doesn’t stop people trying it on but it’s an interesting debate and I’m not surprised that America is so prudish given the reasons the Puritans left England in the first place.
