I'm not much of a party person, but of course I'm familiar with the custom of all guests contributing something. Of course, I can imagine someone without a gift standing out. But would that be bad? I generally avoid making judgements. Maybe the person doesn't have any money at the moment, or was in a hurry, or simply forgot... I think part of a party is the idea that everyone has fun, can eat well and is not questioned or categorised. If you go out for dinner with friends and one of them can't pay for it himself, that's no problem among friends.
I understand what you are trying to say, but I would only assume bad intentions if someone parasites through their whole life in this way...
